Draws this widget's foreground decorations over its painted children.
Override for borders or focus contours that span child surfaces. Call it at the end of paint; native partial repaints also replay the ancestors' foregrounds, clipped to the dirty region. Do not repaint child contents here; floating popups still belong in paintOverlay.
