Description

Opens a regular file for buffered binary reading.

Parameters

Parameter	Description
`path`	Source filename; never null.

Throws

FileNotFoundException if the file does not exist.
IOException if the path is not a regular readable file.
NullException if path is null at runtime; a statically null argument is rejected with TypeError before the call.
